STEER Model
The Environmental Protection Agency (EPA) has released the final rule for carbon emissions from existing power plants, called the Clean Power Plan (CPP). The State Tool for Electricity Emissions Reduction (STEER) is a resource for regulators and stakeholders to help them better assess a wide variety of technology and service options available to states for carbon emission reduction.

Greenhouse Gas Measurement
Greenhouse gas (GHG) emissions are a rapidly growing problem in regard to air quality and climate change. The United States ratified the Paris Agreement in 2016, and has committed to a 28% reduction in emissions compared to a baseline year of 1990. Organizations measure emissions by using GHG calculators that are in compliance with the Greenhouse Gas Protocol, which sets the world standard for measuring emissions.
