Recommendations
In 2024, there were 11 complaints, of which 7 were sustained. In 2025, complaints decreased by nearly 50%, with a total of 6 complaints, 4 of which were sustained. Analysis of the 2025 complaints revealed that half were attributed to poor job performance.
In response, UPD has addressed sustained complaints through appropriate personnel actions while continuing to invest in training and the promotion of experienced supervisors. Additionally, UPD is in the process of updating its policies and procedures to strengthen accountability, enhance operational effectiveness, and reduce the likelihood of future complaints.
