Jeanne Clery Act

Printed copies of the 2025 Annual Fire Safety and Security Report may be obtained from the N.C. A&T State University Police Department.

In November 1990, the Crime Awareness and Campus Security Act (Title II, Public Law 101-542) was signed into law. This law requires universities to produce and make available certain policy statements and statistics about campus crime. In November of 1999 this Act was renamed the Jeanne Clery Disclosure of Campus Security Policy and Campus Crime Statistics Act, or simply The Clery Act. It is the policy of N.C. A&T State University Police Department to publish by October 1st of each school year an Annual Security Safety Report that informs current students and employees of its safety and security policies, procedures and practices. Our annual report also discloses statistics from the previous three years concerning reported crimes that occurred on campus, in certain off-campus buildings or property either owned or controlled by the University and owned or controlled by student organizations recognized by the University, and on public property within or immediately adjacent to and accessible from the campus.

Higher Education Opportunity Act: Fire Incident Reporting Requirements

The Higher Education Opportunity Act (HEOA, Public Law 110-315) became law in August 2008, requiring all United States academic institutions to produce an annual fire safety report outlining fire safety practices, standards, and all fire-related on-campus housing statistics. The 2024  2023 Annual Security Report includes the Annual Fire Safety Report. The fire safety section of the report contains statistical information about fires on in-campus housing for the previous three calendar years. The report can be viewed and printed using the link above or by contacting the N.C. A&T State University Police Department.

Clery Act Crime Reporting Areas

Under the Jeanne Clery Disclosure of Campus Security Policy and Campus Crime Statistics Act (Clery Act), North Carolina A&T State University (NCAT) is required to report certain crimes that occur within specific geographic areas defined by federal law. These definitions are the same for all colleges and universities.

NCAT reports Clery crime statistics for incidents that occur in the following areas:

This includes buildings and property owned or controlled by NCAT that are part of the main campus and used for University purposes, such as academic buildings, administrative offices, and residence halls. It also includes nearby facilities owned by NCAT but operated by another entity and frequently used by students, such as dining or retail locations.

This includes public streets, sidewalks, roadways, and parking areas that are within campus boundaries or immediately adjacent to and accessible from campus property.

This includes buildings or property owned or controlled by NCAT or by NCAT-recognized student organizations that are used for educational purposes, frequently used by students, and located away from the main campus.
